# Job Description

United Nations World Food Programme WFP is the world’s largest humanitarian

lasting solutions, especially in many of the world’s most remote and fragile
areas.

Brief description of WFP in Uganda

The UN World Food Programme WFP is the largest and longest-serving
humanitarian agency in Uganda. Currently, WFP’s work in Uganda focuses on
Saving lives in Emergencies; Building Resilience through Predictable Safety
Nets; Improving Nutrition & Mother-and Child Health and Supporting Small
Holder Farmers to Access Markets. WFP has operations in various parts of the
Country.

ARE YOU UP TO THE CHALLENGE?

We are seeking to fill the position of Programme Associate Partnership
Assessment/Evaluation SC6 to be based in Kampala. The selected candidate will
be employed on a short-term contract. 12 Months renewable.

## ORGANIZATIONAL CONTEXT

The jobs is in the WFP Uganda Country Offices COs directly reporting to the
Partnership Officer.

At this level, the job holder is typically involved in Partnership Evaluation
during the implementation of the Field Level Agreements and analytical work
involving report writing and recommendations on the capacity gaps identified.

## JOB PURPOSE

To provide effective specialized support and technical analyses to policy and
programme activities that effectively meet food assistance needs

## KEY ACCOUNTABILITIES 1/2

?

Capacity Assessment

–>Coordinate and effectively plan the capacity assessment process together with the technical units and the Field/Area offices for prospective and current partners to inform the Partner Identification selection process.
–>Update corporate tools to fit the context of the country, project specifications and organizational structures.
–>Generate reports and matrixes with the findings from the assessments to inform relevant parties.
–>Following the assessments, support CPs in the follow up of the gaps identified from the assessments to ensure improvement in the organizations technical and programme capacity.

Performance Assessments:

–>Coordinate and effectively plan the performance process together with the technical units and the Field/Area offices for current partners during the course of the FLA.
–>Update corporate tools to fit the context of the country, project specifications and organizational structures.
–>Generate reports and matrixes with the findings from the performance assessments to inform the partners, management, and the relevant technical units.

## KEY ACCOUNTABILITIES 2/2

Improvement Plan:

–>Following the performance evaluations and midterm reviews, develop improvement plans for CPs on identified areas of concerns.
–>Support CPs and WFP staff to monitor and follow up on the gaps identified from the assessments.
–>Together with the Field/Area Team track progress of agreed upon action points for improvement upon commencement of performance evaluations.

Support Services:

–>Assist in the cooperating partner selection process to develop more collaborative and strategic relationships in line with Country Strategic and WFP visions.
–>Support in all administrative processes to ensure the effective implementation of Field Level Agreements FLAs and/or MOUs in consultation with WFP teams and current and prospective partners. This is not limited to Service Outline Agreements SOA creation, WINGs administration, budget amendments/ addendums to FLAs and any arising tasks.
–>Support and participate in the Cooperating Partner Committee CPC meetings at the Country Office level and in consultation with the Field/Area Office.
–>Organize and participate in engagement sessions and trainings with WFP staff and CP staff.
–>As and when necessary, support in any other tasks pertaining to Partnerships Management.

## KEY DELIVERABLES 1/2

Outcome 1:

–>Prior to launching Request for Proposals RFPs confirm and assess the capacity of all Roster members.
–>Upon completion of the capacity assessment exercise, ensure reports highlighting key findings are developed and shared accordingly.
–>Development of Matrixes to inform management of the capacity gaps identified for current partners prior to commencing the FLA.

Outcome 2:

–>Updated Performance Assessment Tools to fit in the context of the evaluated activity when necessary.
–>One annual training for CPs and Area/Field Office Staff for the review of the Performance Evaluatio Tools on an annual basis.
–>On an annual basis, produce Performance Evaluation reports for every Cooperating Partner CP under each settlement and activity.
–>Matrixes with key findings from each evaluating CP to inform Management and Technical units/ Area and Field Offices of weak areas identified by CPs evaluating WFP.

## KEY DELIVERABLES 2/2

Outcome 3:

–>Development of Action Plans for each CP following Performance Evaluation Sessions.
–>Generated Progress Reports detailing the actions taken to improve on the weak areas identified during the assessment stages.
–>Development of the Progress Tracking Guide for Management and technical units.

## STANDARD MINIMUM QUALIFICATIONS

Education: A University degree from an accredited University in
International Studies, Economics, Politics or any another another related
field;

Experience :

–>At least three 3 years of progressive work experience in the UN system, with at least one year in partnerships management;
–>Experience working with policy discussions.
–>Experience in Monitoring and Evaluations specific to NGOs

Language : Fluency in both oral and written communication in the UN
language in use at the duty station and in the duty station’s language, if
different.

Knowledge and Skills:

–>Demonstrated ability to work in a team and under minimum supervision;
–>Strong written and analytical skills;
–>Strong computing skills and knowledge of Microsoft Applications
–>Basic knowledge of one of the local language
