# Job Description

How the assignment matches with his/her knowledge, skills and experience.
Financial proposal in template provided in Annex 2 stating an all-
inclusive fixed lump-sum fee for this assignment in Ugandan Shillings,
supported by a breakdown of costs/ fee per working day. Such total lump sum
price must include professional fee, and costs necessary to conduct the
assignment such as communication costs, etc. The consultant will be paid
against the completion of specific, measurable deliverables as identified in
this TOR.

Duties and Responsibilities
The Lead International Consultant will provide overall guidance to the team
of consultants in carrying out the following tasks:
• Establishing the adequacy, relevancy, effectiveness, efficiency and
sustainability in the generation of data and statistics by sectors,
Ministries, Departments and Agencies MDAs, LGs, Academia/Think Tanks,
Private Sector and Civil Society, including gender and equity data
requirements.
• Establishing the extent to which sectors, MDAs, LGs, private sector, Civil
Society and households use data in their decision making, such as planning,
budgeting, reporting and accountability for sustainable development in line
with the established national, regional and global frameworks.
• Establishing the extent to which the National Statistical System NSS has
taken advantage of the opportunities presented by technological advancement
such as Big data, machine learning, artificial intelligence, citizen
generated data etc. in the generation, management and use of data and
statistics to inform policy and decision making.
• Examining the factors constraining the availability and use of disaggregated
including gender data in development interventions.
• Identifying opportunities for the UN system in Uganda and other stakeholders
to strengthen the generation, management and use of data.
• Based on i-v, facilitating the preparation of a costed joint UN Programme on
Data and Statistics, with a clear programme Results and Resource Framework
aligned within the framework of the UN principles of statistics.
• Analyzing resource mobilization capabilities, challenges and opportunities
as well as provide recommendations on donor intelligence that the UN Country
Team UNCT can use to take targeted actions to mobilize funds for the
actualization of the JP.

statistics, data audit, planning, budgeting, resource mobilization, and

• Strong interpersonal skills and the ability to communicate and work well
with diverse and multicultural stakeholders.
• Demonstrated ability to meet deadlines and work under pressure.
• Consistently approaches work with energy and a positive, constructive
attitude.
• Focuses on impact and result for the partners and responds positively to
feedback.

Required Skills and Experience
• The consultant should have a minimum of a master’s degree in economics,
statistics, public policy or any other closely related social sciences field
from a recognized university. A PhD will be an added advantage
